The military wouldn't have to occupy cities. It would simply block off the major highways, close public transportation, and seize vital infrastructure. Then you simply tell the locals what they need to do. If they don't do it, they are cut-off from all outside help, and will suffer way more as a consequence.
This can be easily done by the regular US military, and even a fraction of police forces and militiamen.
