There's no good reason for any government to have weaponized anthrax.

Some governments do have weaponized anthrax. So in order to understand it's uses, it's weaknesses, and to research defensive measures, we also need it.

Damned real world getting in the way of ideological purity.

That's a pretty flimsy justification in the face of the fact USG manufactured weaponized anthrax has been used in more than one terrorist attack.

We don't need weaponized bio-agents, thinking we do is categorically insane. There's no valid research that can be done with it because anthrax is a disease that is well understood and has been known throughout human history. The only that aspect of the disease that is being researched in these programs is how to use it as a weapon and the only effective way to do that is by mailing it to people as an act of political terrorism. If you just spread it willy nilly you will end up killing a lot of your own guys too and lot depends on which way the wind is blowing and other external factors that are beyond human control. So suitability for use as a weapon is limited to pretty much one thing, putting it in a letter and mailing it to someone to scare the living bejesus out of everyone.
