The issue is really more about how the distribution of diagrams and other copyrighted material etc should be regulated than the manufacture of weapons, which is perfectly legal. They are in virgin territory as far as that goes.

The problem here is you are failing to account for future technological progress which will surely decrease the per unit cost, and time to make, along with increasing the capabilities.
Yes it takes 5 hours to make Yoda right now. 2 Years from now it takes 2 hours. 3 years It's instant.
