Individual companies are going to have trouble competing with state backed conglomerates out of China. That's the problem everybody's trying to grapple with. Cyber attacks aren't generally publicized due to the damage it could cause said company if word leaked that a couple billion worth of secrets was hacked out of their network. And that's happened. And it continues to happen.

which is a better outcome
1. someone hacks the power grid and shuts it down or any number of scenarios ranging from corporate espionage to gaining military intelligence
2. some more regulations

Depends on the regs honestly. Start asking companies to have a hot link between the DOJ and themselves and we enter territory I don't want to venture into.
