Ideally, two parents, so that the child has enough guidance and time spent with to grow up healthy.
That being said, one loving parent is way better than two dickhole parents obsessed with their careers.
Because it depends so much on the individuals involved, there is no real answer.

Sigmund Freud defined four parts of a psyche; the id, the ego, the superego and the stratego. The Stratego being the highest form of morality and scientific thinking.
If guns are not outlawed, the in-laws will have guns.
