I adjudge American culture on American governments. The government is elected by the people and therefore is meant to be a representation of the people's voice in a democracy, no? In the granting of civil liberties the US has consistently lacked behind most of Western Europe. From the abolition of slavery to abortion issues the US has consistently denied people liberties that are considered rights in a lot of Europe in favour of the status quo. Thus it is more conservative.
