The skill gap exists because there is no need or desire for a skilled workforce, except for a few incidental position like your example.
There is no real demand for skilled labor so no replacements are being trained and that is why the incidental positions, such as your example, that do require skill are difficult to staff.
That's why I said the skill gaps proves my point.
