So, as I've asked. You want better cops. How would you get them?
My solution is to raise entrance requirements and offer more pay, thereby enticing a higher-class person to apply.
I'm open to other solutions.
(BTW, I'm just waiting for someone to say "hold the cops accountable" or as Com said, "Behead them in the square and hang their corpses by the gates as a warning". Because it seems like the same people who say this are also the ones saying that increased punishment for criminals doesn't deter from crime. You can't say that increased penalties deter cops, but don't deter criminals, when the cops are acting as criminals.)
