Many transgendered people stop short of the genital surgery. They live their lives as B gender with genitals the genitals of C gender.
Thus there is a lack of serious medical need.
I agree that the states claim of targeting by other prisoners is silly, once he/she lacks a penis there is no reason he/she cannot be housed with women.
Finally, I have little sympathy for murderers, he/she has to live with male genitalia, he/she should have thought about the consequences before killing his/her wife.

I fully support anyone who wants to have the surgery to change their physical sex. Hey, it's their body and their decision. But, don't expect me, as a taxpayer, to help fund that surgery. There are a lot of medical procedures that I am willing to support for prison inmates. Voluntary, cosmetic, surgeries are not one of them.

What about tattoo removal for inmates? That's cosmetic surgery. Or repairing deformities? Cosmetic surgery.
Helping people understand and cope with who they are is a part of the rehabilitation process. Sometimes the indicated therapy for this is cosmetic surgery. Don't let an extreme case keep you from thinking this issue through.

Btw it is problematic to house a transgender person "living as a woman" in an all male prison, and would be equally problematic to house such a person in a women's prison.
I say do the gender reassignment surgery and then transfer him/her to a women's facility. It makes the most sense. For all you who are so furious about it being taxpayer funded, do you realize how much money we spend locking all these people up in the first place? It's an expensive thing, prison.
