Just because the profits go to the PLA and various successful business people, as well as high-ranking officials, doesn't mean these companies aren't involved in the handout business,
They take money from peasants, make a business with incredible privileges, then keep the profits for themselves or spend it on expanding their power. That's a handout.

That we also give handouts, and that they often artificially sustain businesses, does not mean they are not a handout.
