Don't know enough about economics or Stockton to say anything other than how the f**k could a city of 300,000 possibly rack up that debt? That is insane.

If you did know anything about Stockton, or ever drove through there even once, you'd be suspicious as to why they hadn't filed decades earlier. That place is a cosmic shit hole.

I've just seen the tip of the iceberg with a few who've flown CA to come here but holy shit the state pensions these retirees (in their late 50's/early 60's) get is astounding. The lowest one is $80k and the fella only had to do 25 years of service to get that (retired at age 52) the other CA pensions I've seen range from $100k-$120K. No frikken way pensions are not going to sink CA and many other states.
