Price is a signal and could be a very clear signal for frequently exchanged goods. Cost benefit analysis sounds great but a lot of times it's inaccurate because it's hard to actually determine your cost or quantify your benefits. Also as long as there are more than two players you can't really get away from market pricing.

Market pricing fails to account for externalities, thus it is a far less accurate indicator of price than CBA, which does account for externalities.

You can use price discrimination when applicable.

I guess I don't understand the question fully. What do you define as general exchange?

The problem is you need an independent 3rd party to do a BCA. Which is fine, but that's going to be the gov't. And we do that for some things. But at the end of the day, you can't do it for everything unless the gov't controls all prices.

It doesn't have to be the state doing governance. A participatory system of horizontal linkages rather than a vertical hierarchy can accomplish the same thing.

It doesn't require force to gauge and respond to commercial demand because we are not attempting to set prices per se, but rather to produce the desired commodities in the correct amounts. This is best done through individual participation with the process.
How else are you going to find out what products are really desired?
