Just read the OP. There are already plenty of Free Trade Zones, industrial parks, etc. that cut taxes, inhibit labor organizing, and everything else libertarians love. There's also Singapore and Hong Kong. These have a very specific place in the world economy, which is why they function within the constraints of the existing system and fulfill a specific role.
Seastedding as a technical concept sounds interesting, kind of like building a space elevator. But as a kind of ayn rand version of new harmony? blah. Stick to sci fi.
