Revolt is not a check on power, thats like saying that Stalinist USSR wasnt centralized because his ministers could try a coup.
If you are describing them as decentralized COMPARED to the romans, I suppose we can agree. My frame of reference goes farther than that.

It is a check when your army is more loyal to there local lord than they are to the crown. That's not like a people's revolt which often doesnt have support of the army.
