One of these things is not like the other.
Roads are constantly monitored or at least much more easily and intensely monitored than could ever be criminal activity. Also, there's money in it for the cops. It's vastly easier to catch speeders than it is to catch real criminals. They can just sit and wait for someone speeding.
More laws, that would not effect black market activity, wouldn't make any difference.
