No, restricting immigration is a way to keep labor cheap. If immigrants had the same legal status there wouldn't be any cheap black market labor driving labor rates down.
Also the only reason immigrants from Mexico can't sustain themselves here a lot of times and are clogging up social services is because people like you have backward ideas about immigrants and cause unreasonable and inhumane immigrations policies to be perpetuated which impose a 2nd class citizen status to be created. If they could come here and have equal status none of the problems you listed would exist. That all exist because of unreasonable restrictions on immigration. The fact they don't enforce it once they are here means little because the purpose is to get them here and then exploit them because they have 2nd class status. If they had legal status they would be contributing back to society just like everyone else. So really the people profiting from black market labor are stealing from the American public and Mexican immigrants.
This has been pointed out several times now, but you are wilfully ignoring reality and repeating the same faulty reasoning. It seems like you are blinded by racism, frankly.
