1. It wasn't a "strategy by Bush" to pander to rednecks. It was a philosophy ingrained in the Republican party demanded by Lee Atwater (of whom Karl Rove was the star pupil) when he took over the party at the beginning of GHWBs term. It was a cutthroat strategy using the correct assumption that even meat and potatoes politics were too complicated for the average midwestern American, and to get the votes, you had to push good v evil, jack up the threats to personal safety at all times. Those strategies netted all rednecks, plus all other simpleton Americans and became an overheated political juggernaut that only Clinton was able to fight because he was both hyperintelligent himself, and a midwesterner with zero useable skeletons in the closet at the time.
2. It is currently a philosophy that makes most Republicans sick to their stomachs about, because even if most of the party is moderate, they aren't recognized as influencial republicans unless they have the support of the extremist / simpleton / redneck / moron base.
