This wasn't a book published by FEMA. The first edition contained nothing about UFOs, and was "approved" by FEMA as a reference. Then, the 2 authors issued a "2nd Edition" where they put in a chapter about aliens.
While, there may be nothing wrong with "preparing" for what happens if aliens do arrive here within the 5 year timeframe that this book was relevant (it was published in 1992, and was obsolete by 1997, as 5 years is about the standard for disaster-preparedness materials - at least that what it was in our hospital), it's not exactly "high priority".
