Maybe I'm being cynical, but I don't think it really was an experiment. I think he wanted to cut education and social services, so he created a situation where the deficit "forced" him to do so.
I don't think even Republicans believe that you can cut taxes and not see a drop in revenue, the math is just too obvious.
