But, isn't it regular practice to go with the max sentence if you don't take the plea deal?

A plea deal is just that... It's a deal. When you take a case to trial you will most likely get a stiffer sentence. It is standard practice. While it may be frowned upon it is the truth. Just visit traffic court on any day. Those who didn't pay the ticket first get hit with fines, fees and probation that make that little bond forfeiture look like a real good idea. They got the shaft and they were offered a way out even up until the very day of sentencing.
