The corruption was there long before the cartels showed up, resulting in things like that incident.
But really, what's so different about a country where cartels pay off gov't officials to do their dirty work, resulting in untold deaths, and here, where lobbies pay off gov't officials to do their dirty work, resulting in untold deaths?
It's just more dramatic down there.
