I would love to have a draft. No exemption for those in college. No exemption for women. No deferrals. You don't have to go into a combat role but you have to serve your country in one form or another. Everybody has skin in the game. President Bush's and President Obama's kids are as likely to be drafted as Greg the janitor's kids.
This would be marvelous. It'll never happen, but it would be a big step in the right direction in my opinon.
Or take Heinlein's model and you can only vote if you've served.
