Jimmy, do you know what disinformation is? Obviously its not a long term cell. It has no plumbing or a bed, for crying out loud. 
That is an illustration of a way to keep these scumbags from stabbing each other whilst still allowing them to soak up some human interaction. Maybe they'll go less crazy less quickly. Rather than a concrete box where they are truly isolated, maybe put them into human hamster cages if they can't behave themselves.
Nobody has presented any solutions to this dilemma.
