I won't say he was or wasn't resisting, but considering how big he was I think those cops should of waited for more backup. I don't understand how the cop couldn't of shot him in nonlethal areas either considering he was being tackled by two of them. To put 6(?) bullets into the guy at point blank range killing him is pretty bad.
