Pai wasn't just a figment of Trump's imagination and that he somehow conjured him up himself. He was appointed to the commission by Obama and confirmed unanimously by the Senate. They too share the blame for his relevance in this topic at all.
Edit: Understand that the point I'm making is that he was already a player in the game. It was easy for Trump to select him after serving his time as a commissioner. I'm obviously aware that Trump himself appointed him and not Obama.
