If you mean: it's "liberal" when they do it, yeah: definitely the context changes.

Or, "I'm a liberal until my 'liberal' president does something that I previously complained about but now don't," yeah, context changes it.

Something that can be that easily changed or be that wildly inconsistent doesn't strike me as being a "definition."

Here's an idea: maybe those true ideologies were slaughtered decades ago, and the reason they've become so inconsistent is that they're merely labels we've been given to use or not use at our convenience, as a diversion.
