A bunch of American states have done it. It's not a great program but it at least compensates mostly law-abiding gunowners.
The issue with buybacks is that it creates an incentive for nefarious shit: criminals will buy up or steal cheap guns and get more than what they could on the streets. And if there is no identification requirements - straight cash for guns, no questions asked - then you'll see criminals actually turning in crime weapons to be destroyed.
Really the only guns that present an actionable problem are pistols. They are the most useful for your basic crimes, and they can be easily concealed, and they are inexpensive. So what you do is focus on getting back as many lawful pistols as you can. This drives up prices, so the next step is shaking down the OC that moves in to fill the market. Because owning and carrying a handgun would be mostly illegal, street rips are much easier. If you stay on top of things and really shake up the industry, you'd have a chance of staying on top of it.
Ideally, you'd put some time between passing the law and making pistol ownership illegal. Maybe two years. Allow buybacks at anytime during the first year. Offer the highest amount per weapon you can, minus 20%. Escalate prosecutions continuously and focus on suppliers. At the end of the year, start seizing weapons, but don't prosecute possession on it's own. Increase the buyback. Then wait a year while continuing the buyback program. Finally, after two years, start throwing people in jail for possession, no buyback.
This creates an incentive for most people to participate in the buyback, while also making it more expensive to purchase a gun. It also gives people a first and second chance.
