I would submit for the enrichment of discussion that there are at least 2 absolutely true comments about a given (probably inner city) community where public street cat calling seems to happen a lot more...
1. It probably doesn't develop into anything more negative than an annoyance...
2. Many women in those communities who have grown up around it are probably aware of more subtle cues / verbiage / body language that makes some cat calls less worrisome / annoying than others...
which makes our opining about the plight of woman's rights as people who have no f**k clue about how those types of communities interact... pretty pathetic.
