I think it speaks more to the impossibility of setting good policy over an area and people so vast and diverse. I have a feeling that political systems have an efficacy load limit, and 300 million people over an area the size of the US is probably far beyond that limit.
Probably the only way to really get what you want is to split the US and Canada into three or four countries.
