Perhaps. Right now I'd say it's more posturing. Personally I think Putin is too calculating to go for all of Ukraine - I'd say there would be a moderate chance of American intervention if he did, and I'm not convinced he would risk that happening given his success so far.

No reason to go for all of Ukraine. He didn't even get his wrist slapped last time...so carving off a few chunks of Eastern Ukraine seems possible.
