I think the disagreement arises over terms. African-Americans have a subculture; whites (for the most part) are what defined the current mainstream culture, although it has included elements of ethnic subcultures since the 1970s (and really even before that - almost all modern music short of electro is based on African-American subculture).
Really the cultural ties to "being white" are more loosely defined than being black, Asian, or even Latino. In many regions of the US, Greeks and Poles are more removed from cultural homogeneity than black Americans.
Increasingly as we promote racial equality, one's cultural heritage relies less on who you and more on what $$ your parents make. The successful black African businessperson relates less to an African American urbanite than a white urbanite.
