The act is illegal. Period. If someone does it and gets caught, they go to jail or are fined. That is all we can do. We can't legislate behavior. If you're not happy, you need to talk to the office of fair housing and equal opportunity and it is they who are in charge of enforcing the law.
Speed limit signs are posted. Most people obey them, not everyone, does it mean that speeding is a problem? No, it means those who break the law are.

ya know guys the state encouraging banks to release funds in less affluent communities was one of the cases of the 08 crash.

Well, that's a good point, but that wasn't what caused the crash. Not giving a mortgage to a black family with a credit score of 750 but to a white family with the same credit score is illegal and just flat out wrong. Or just giving the whites a mortgage because their house is in a white neighborhood, but if they went to ghettoville they would be denied, is also wrong.
The bill enacted in '68 doesn't say you have to give a mortgage to those who do not qualify, it says you must give one to ANYONE who qualifies. 08 blew up because of the sub prime mortgages, not the black ones.
But here is the ugly truth, blacks have higher unemployment, and make less when employed, than whites do. They are also almost 3 times more likely to live in poverty than whites. They are also less likely to have private health insurance, them or their kids, than whites. That's the cold hard ugly truth. That being said, if a white makes 25K and a black makes 25K and both qualify for a 75k mortgage then both should get it.
