If we interpret the 2nd Amendment, for instance, as: people can own handguns--this is a right, then how can a city/municipality decide to deny citizens their Constitutional right?
Before anybody gets in my face I am not agreeing/disagreeing with the interpretation of the 2nd amendment as it stands now--just asking legal question.
