Eh, I guess even though I agree with you in terms of being a public servant, I don't think the government would see it quite the same. Without a doubt there could/would be economic sanctions, asset freezes, perhaps even arresting Swiss officials in retaliation? It's real bad for business. They care much more about that than they do the US bombing Iraq.
And yeah if you want to be technical if they used force it would be an act of war, but I typically think of an act of war as being something more large scale and/or official. I don't think we would start bombing Geneva or anything, but the US is pretty obnoxious about these types of things IMO.
