How about this:
1) All states must license all firearms. Cannot buy without a license. In order to get licensed, you must pass a psychological evaluation. In order to keep the license current, you must be reevaluated every 4 (5, 8, whatever?) years.
2) No private sales of firearms. Treat them like prescription drugs. You cannot buy a gun without a license (like you can't get drugs without a prescription). And, you cannot transfer a gun to another person. If you want to sell a gun to someone else, you must go through a licensed 3rd-party dealer who will verify that all psych tests and such have been performed.
Will this cut down all gun deaths? Heck no. And, people will still give guns to their sons, borrow them from a friend, etc. But, it would have prevented the Orlando thing, at least. And possibly many others.
