Girls say yes to 1/100 guys. Guys say yes to 90/100 girls. Girls are highly selective in who they have sex with. Guys are not. 50% of guys are getting 90% of the kitty. The bottom 50% of guys are getting laid once in a blue moon.

This aspect of human nature is not changing any time soon and as long as it exists there will be some rape. That doesn't mean we shouldn't punish rapists. I think the best solution would to be make prostitution more prevalent so the bottom 50% of guys can pacify their urges.

I think his point was that often people look the other way if the accused has a certain social standing.

In other words some cultures accept rape, under certain circumstances, and such cultures are the so called "rape cultures".
