i think a clear way forward is video cameras on cops. if they don't like it, they can quit. if they don't have it on, they get fired.
secondly there needs to be civilian oversight. if an incident happens, and it will because it will all be filmed, no internal investigation, it goes to a civilian board to review. even if cops are protected from criminal wrongdoing, they should lose their jobs
