Shit has gotten done, sure, but about a year later than it should have. At this point they have hundreds of millions of dollars in the bank and have successfully used refugees as Trojan horses. In other words, they have the momentum and the capabilities to do long-term damage to both the region and Western countries.
There is no need to occupy, no need to put boots on the ground. Simply annihilate anyone left in that area and let one of the nation states there take control. If they don't take control, they become responsible for anything that originates from there. If they do take control, and something happens anyways, they are still responsible, and will face consequences - but at least their cities won't be utterly destroyed, and we'll have rational actors to negotiate with.
We need stability before you'll see any sort of meaningful or positive change. Achieving that means not playing by the rules as understood and exploited effectively by ISIS.
