it depends on level of government as to which should be doing anything. the federal government, for example, should spend zero dollars and zero cents in any form, including student aid, on any bit of education. it can spend money on say, defense, since that's enumerated in the constitution and it's for the common defense of all. arguably highways are in the federal domain.
it also depends on the nature of what it is. you can make an argument about how social security is prudent, and i would listen to it. and i would tell you that when social security was passed, life expectancy was 60 years old. as benefits kick in at 65, that means that it was envisioned as a program that would help people who managed to survive 5 years after life expectancy, in order to provide for people who lived so long and did not expect it. and i would say that's great, i'm all in for that, peg it to life expectancy and add 5 years, so right now it would kick in at age 84. I myself would get it starting at age 79.
