The government should not bring to bear its full force...yet.
They must respond, however, because the threat is nil, they have an opportunity they don't often get to wage and win a PR battle prior to action.
First, arrange a hearing of grievances and demands. This is tricky as it can't be seen as negotiating with terrorists. Basically, a hearing out of the purpose.
1.) Why are you doing this?
2.) What do you want?
3.) (most important) by what right do you claim justifies the action?
That third one will give them the opportunity to head-off the eventual arguments that will take place when they likely do have to take action. My guess is that they will claim to be using public lands for public purpose, to which the government can respond that the determination of public use is a power vested by the people in their government and that defying that vestment is not to defy the government, but to defy the people themselves.
Respond to each point. Make a clear case that their actions are those of terrorists and not the actions of patriots and that remedies exist for these people still within the system without requiring an overthrowing of the system. Then make clear that negotiating or ignoring them would be tantamount to negotiating or ignoring other terrorist groups that seek to amplify their voices rather than to convince the majority that a democracy demands.
It won't convince the hard-liners, but it will absolutely isolate them from those less sure of the position. And it is entirely likely that just letting them talk will do more damage to them than the government ever could (like last time).
This also might be a good time to take all those mega non-lethal sonic devices that they are using to disrupt actual free speech and put them to good use surrounding this building and making it very uncomfortable to stay around. Heck, given time and no threat, I bet the feds could think of some really great annoyance tactics to really put the screws to these guys and get them to give up peacefully.
