The threat of violence keeps people from doing things like that. Exactly.
Hence, zoning laws. And environmental regs. And all the other things we can use to settle disputes more or less peacefully - with that peace enforced by the threat of state "violence" against the perpetrator. Much better than knocking up coal plants or engaging in property destruction, or whatever the hell you plan on doing when you encounter an IRL asshole who doesn't care about your wellbeing.
I mean, Christ, we can barely keep chemical companies from polluting every waterway in North America. The free market doesn't give a shit.
