There are two issues here that are being convoluted.
One is the role of our justice system, whether its role is punishment or rehabilitation.
The other is the issue of money and the justice system, to what extent should money be able to buy you leniency.

In this case. Justice system guilty of failure on all counts.

how about we just summarily execute him
1. he is punished
2. no money is wasted
3. there are no more future crimes he can commit.
