minneapolis will shortly have the fastest internet in the world at 10gig/sec (for 30k homes), and within 5 years will service the greater twin cities area. 399/mo though
but i will still be able to get 1gbps for 65 so...

The city is a customer yes, but they plan on expanding around the entire loop of which Minneapolis is actually No where near
