Make food stamps usable for basic foods only like like bread, pasta, rice, beans, fruit, veggies,eggs, ground beef-turkey-pork. Do away with SNAP being used for steaks, shrimp, potato chips, soda, cookies, and the like.

Make receiving Section 8 assistance dependent on working a certain amount of hours maintaining other Section 8 housing to get section 8 assistance. Work for assistance or don't get it. The Section 8 houses and their neighbors benefit.

Make AFDC cash handouts based on the number of welfare babies you produce. You have one welfare bay you get X. Have another welfare baby and that baby is worth 1/2 of X as well as the first welfare baby garnering 1/2 of X. The handout stays constant at X no matter how many welfare babies you squeeze out. This will dissuade welfare moms from over producing welfare children. Make the welfare sperm donor liable for a percentage of welfare handouts to his bastard children. If a welfare sperm donor steps up and plays the role of father then incentives kick in.

Bring back self-sufficient work farms and/or poor houses for the uncooperative. you produce your own food and clothing and work in small industries on the farm

Make sleeping on the streets illegal and build barns to house the insane and useless on open federal lands and feed them like cattle and hose off the stink daily. Let then roam around in fenced yards all day I don't care lol.
