Probation is basically living like everyone else does in a place with mandatory minimums. Its hardly a punishment.

In response, I disagree, it most certainly is a punishment. That other areas have adopted horrible mandatory minimum policies is irrelevant.

He should have at least lost his freedom to a juvenile agency until review as an adult to see if he can go back into society. Then 10 years probation if it is decided he gets a chance.

If his mental capacity is not sufficient to understand what he did then he definitely needs to be locked up for the safety of the public, as he has already killed several and will clearly only kill more.
