Maybe Rosenstein did this or thought it was a good idea exactly because he needs outside pressure to continue the investigation without looking complicit? I have a really hard time believing that he wouldn't expect this kind of fallout from the firing of Comey.
But it's a near certainty that something else is going on. Maybe Comey is actually working with the Russians to undermine Trump? Doubtful but anything is possible.
