You know - I'm kinda happy when the Administration isn't quick to jump to conclusions. If a situation requires immediate action, then one needs to make immediate decisions. But, in this case, there was no immediate reaction needed. So, why does it matter if a speech is made 3 hours after or 3 weeks after?
Personally, I'd rather someone tell me, "After exhausting all sources and vetting all statements, here is our conclusion" than "We don't know exactly what happened, but here is what we think".
