well there already was a "war on poverty" in lbj's time, and it was unnecessary then as well. poverty rate was already dropping when it was instituted and i doubt it has had any lasting effect considering bill clinton undid most of it years ago. the "lasting effect" was more of just becoming a more prosperous nation, the boom from after the second world war saw poverty start to plummet. it's been between 11-15% ever since. \
i do not feel that wealth redistribution addresses this issue. that just allows poor people to have more money to buy drugs, which just raises demand/price and we still have drug turf wars. it's 100% about drugs
