This part of Obama's term is commonly known as the busted duck. Nothing gets done mainly out of spite. However, this was an historic Presidency. The first black President, and the first time Americans were extorted by their leadership. Obama care, buy it or pay a penalty. Also, the first time the SCOTUS upheld extortion. Now you can tell your grandkids you witnessed history.
The hardest part of doing nothing is knowing when your done.

And, lame duck refers to the time when a new president is elected, but not yet sworn in. Every 4 years from November-January.
