Well certainly at the beginning of that article it sounds like it (I literally thought: how did I miss this?), but then, on cue, you get this:

No, it was Dick Cheney and he was going to have his Iraq war no matter what so he controlled what you heard/saw. As well as orchestrated leaks to the NYT that he would then cite as his "evidence" against Iraq.
Bush's biggest regret should be ever having trusted that man once they took office.
